The Center for National Resilience and Development urges the president to veto the law that allows parties to be funded illegally

The co-founders of the Center for National Resilience & Development Pavlo Klimkin, Oleksandr Danylyuk and Ruslan Ryaboshapka, urge the President of Ukraine Volodymyr Zelensky to veto and return to the Parliament the Law of Ukraine "On Amendments to the Law of Ukraine" on Political Parties in Ukraine ", regarding improvement of legal regulation of the political parties’ funding.


Last year, the authorities, under the guise of the COVID-19 pandemic, passed the law, which allowed political parties to hide the sources and amounts of their funding from Ukrainians. 


The law, adopted on November 2, 2021, continues this practice and, therefore, provides opportunities for corruption to finance parties and influence politics in Ukraine in a non-transparent manner. Moreover, the new law allows political parties to hide the exact expenditures for maintaining the party and activities of state budget funds.


In the last two years alone, taxpayers have financed the activities of political parties by almost UAH 1.5 billion. However, the new law deprives Ukrainians of the knowledge of the nature of spendings: legal activities or non-taxed salaries in "envelopes" for their deputies.


In this regard, we urge the President of Ukraine Volodymyr Zelensky to demonstrate the sincerity of his commitment to de-oligarchization, in particular by eliminating the possibility of oligarchs to finance political forces, and to veto the law by returning it to the parliament to rule out norms that provoke corruption.


In addition, we recommend Volodymyr Zelensky to consider the proposals of the Center for National Resilience & Development regarding the genuine actions against political corruption, which we have provided to the President of Ukraine as part of our Roadmap for Deoligarchization.
